Questions to Ask a Civil Engineer

For homeowners, developers, and project owners meeting a civil engineer about a site, drainage, or land development job. Twenty questions that pin down scope, fees, permits, and risk before you sign a contract.

  1. Which branches of civil engineering do you actually practice, and which parts of my project fall inside your scope?

    Why ask it

    Civil engineering covers site and land development, structural, geotechnical, transportation, and water resources, and few firms do all of them well. Naming the branches up front tells you whether you are hiring one consultant or assembling a team.

  2. Are you a licensed Professional Engineer in this state, and will you personally stamp and seal my drawings?

    Why ask it

    A permit set needs a seal from an engineer licensed where the property sits, and firms sometimes borrow a stamp from a partner. Ask for the license number so you can verify it with the state board yourself.

  3. Have you submitted projects to this city or county before, and how did the review go?

    Why ask it

    Local reviewers have preferences that are not written in any code book, and an engineer who knows them clears plan check faster. Familiarity here saves more calendar time than raw design speed does.

  4. What do you need from me before you can start drawing anything?

    Why ask it

    Most projects stall because the owner did not know a boundary survey, title report, or utility letter was the missing piece. Getting the list on day one turns a vague wait into a checklist you can work through.

  5. Do I need a topographic survey and a geotechnical report, and are those inside your fee or billed separately?

    Why ask it

    Survey and soils work are usually separate contracts even though your engineer depends on both, so they are a classic source of surprise invoices. Their answer also shows whether the quote you are holding is complete or partial.

  6. Exactly what documents will I have in hand when you are finished?

    Why ask it

    Ask for the deliverable list by name: grading plan, drainage report, erosion and sediment control plan, utility plan, details, and specifications. A written list is the only reliable way to tell later whether the work was finished.

  7. Is this a lump sum or hourly fee, and what specifically triggers an additional services charge?

    Why ask it

    The gap between a low bid and a fair bid is almost always in the additional services clause. You want concrete triggers, such as a redesign after you change the building footprint, not vague language about scope changes.

  8. How many rounds of agency comments are covered before I start paying extra?

    Why ask it

    Nearly every submittal comes back with comments, and responding to them is real work someone has to fund. Two or three rounds included is common, and zero rounds included is a quote that will grow.

  9. Can you split your schedule into your design time and the agency's review time?

    Why ask it

    Engineers control the first number and have no control over the second, so a single blended date hides where delays will come from. The split lets you plan financing and construction around realistic milestones.

  10. Which permits and approvals will this project trigger, and who prepares and submits each one?

    Why ask it

    Stormwater discharge permits, floodplain development permits, wetland approvals, and right of way or encroachment permits each have their own timeline and applicant. Deciding now who files what prevents a permit from sitting unfiled for weeks.

  11. Who will be my day to day contact, and how much of this work is done by you versus junior staff or subconsultants?

    Why ask it

    The senior engineer who wins the job often hands the drafting to someone with two years of experience, which is fine if the review process is real. Knowing the actual team tells you who to call when something is wrong at 4pm.

  12. How do you coordinate with the architect, surveyor, geotechnical engineer, and utility companies, and who owns that coordination?

    Why ask it

    Most expensive construction surprises are coordination failures, like a sewer invert that will not work with the finished floor elevation. If nobody is contractually responsible for coordination, it defaults to you.

  13. Walk me through what happens to stormwater on this site. Where does the water go, and where does it end up?

    Why ask it

    Drainage is the single most common source of civil engineering disputes and the hardest thing to fix after concrete is poured. A clear narrative of the flow path, from roof to outfall, shows whether they have thought the site through or are copying a standard detail.

  14. Is any part of this property in a floodplain, wetland, protected buffer, or easement, and what does that change?

    Why ask it

    These constraints can shrink a buildable area, add a survey and a federal review, or make a plan illegal outright. You would rather hear about it in a first meeting than after paying for a design that cannot be permitted.

  15. How balanced is the earthwork, and will I be paying to haul dirt on or off the site?

    Why ask it

    Import and export of soil is priced by the truckload and can quietly become one of the largest line items in a site budget. An engineer who grades for cut and fill balance is directly saving you construction money.

  16. Looking at this site today, what are the two or three biggest cost drivers you already see?

    Why ask it

    Experienced engineers can usually name them from the topography, soils, and access before doing any calculations. Their answer tells you both how well they read a site and where your contingency should sit.

  17. What could make this project infeasible or far more expensive than I expect, and how early would we know?

    Why ask it

    You want the deal breakers, such as no gravity sewer connection, a failing percolation test, or an off site drainage easement you cannot get. Pushing for the early warning signal lets you spend a small amount to test the risk before committing to full design.

  18. If a mistake in your plans shows up during construction, how is that handled, and what professional liability coverage do you carry?

    Why ask it

    Errors happen on real projects, and the question is whether the engineer fixes them quickly or starts arguing about who caused what. Ask for the coverage limit and confirm the policy is active for the whole project, since these policies are written year by year.

  19. What construction phase services do you provide, and are they in this contract?

    Why ask it

    Answering contractor questions, reviewing submittals, visiting the site, and signing the final certification letter are separate work from design. Many jurisdictions will not close a permit without an engineer's certification, so you want that service secured rather than negotiated under pressure.

  20. Can I speak with two clients whose projects looked like mine, and can I see a plan set you produced for a comparable site?

    Why ask it

    A finished plan set shows draftsmanship, completeness, and how clearly a contractor could bid from it, which no portfolio photo reveals. Past clients will tell you the two things a firm never volunteers: how it handled bad news and how it billed for it.

How to Get Straight Answers From a Civil Engineer

Practical guidance for the conversation itself

Before the First Meeting

Bring the parcel facts, not just the address

Pull the parcel number, lot size, zoning designation, and any recorded easements from your county property records, and bring the plat if you have it. Ten minutes of homework moves the conversation from generalities to what is actually possible on your dirt.

Write down your program in numbers

Say how many square feet, how many parking spaces, how many lots, or how many bedrooms you need, plus your target start date and your budget range. Engineers can only scope accurately against numbers, and a vague program produces a vague fee that grows later.

Ask every firm to quote the same scope

Send each candidate an identical one page description of the project and deliverables you want. Otherwise you end up comparing a proposal that includes the drainage report against one that does not, and the cheaper one wins for the wrong reason.

Call the jurisdiction yourself first

One call to the planning or public works counter will tell you which submittals your project needs and roughly how long review takes. Now you can tell whether an engineer's schedule estimate is honest or optimistic.

Terms You Will Hear in the Answers

  • Grading plan: the drawing that sets proposed ground elevations, slopes, and how the site drains.
  • Geotechnical report: the soils investigation that drives foundation design, pavement thickness, and whether infiltration is even possible.
  • Detention and retention: detention slows stormwater down and releases it, retention holds it on site. Which one you need drives the size of the pond or underground system.
  • Cut and fill: soil removed versus soil added. A balanced site avoids paying to truck dirt in or out.
  • Impervious area: roofs and pavement that shed water. Cross a local threshold and you trigger stormwater management requirements.
  • Plan check or plan review comments: the jurisdiction's written objections to a submittal. Responding to them is a normal, budgeted part of the job.
  • As built or record drawings: plans updated to show what was actually constructed, usually required before a permit can be closed.
  • Stamped or sealed drawings: plans signed by a licensed Professional Engineer who takes legal responsibility for them.

Answers That Should Slow You Down

  • A fee that is dramatically below the others, with no explanation of what was left out of the scope.
  • A promise that permitting will be fast, offered before anyone has spoken to the jurisdiction.
  • No mention of a survey or geotechnical report, which means those costs are still coming and are not in the number you were given.
  • Reluctance to give a license number, or a stamp that belongs to someone who will not be working on your project.
  • A schedule quoted as a single date with no separation between design time and agency review time.
  • Zero rounds of plan check responses included, which guarantees an additional services invoice.
  • Vague answers about drainage, especially about where water leaves your property and what happens downstream.
  • No named day to day contact, or an unwillingness to say who is drafting and who is checking the work.

Comparing Proposals Fairly

Line up deliverables side by side

Build a simple table of every document each firm promises, then note the ones that appear in one proposal and not the other. The differences, not the totals, are where the real price is hiding.

Add the excluded items back in

Take each firm's exclusions, such as survey, soils, traffic study, wetland delineation, or permit fees, and put a real dollar estimate on them. Compare the loaded totals, because that is what you will actually spend.

Weight local experience heavily

An engineer who has cleared this jurisdiction ten times will often save more in avoided resubmittals and carrying costs than a cheaper outsider saves in fees. Ask for two recent project addresses inside the same jurisdiction as proof.

Get the scope into the contract

Whatever they told you verbally about deliverables, comment rounds, construction phase visits, and additional services triggers should appear in the signed agreement. A friendly meeting is not a contract, and memories diverge once a schedule slips.
